Like the four cardinal directions, there are four cardinal tribes in the Wolf's Long Tail: the Ribeyako, who are winged and feudal in their ways; the Shu, who are warriors completely; the Kitchi, who guard the mouth of the valley and welcome all newcomers; and the Ransangh, who are as purely evil as such an organized group can be. But there is also a fifth, who struggles to be recognized. The Rebels are the dregs of wolf society, the escaped prisoners of Pong-Hu, the unaccepted, and those who chose to wander. In the end of the mountain-enclosed valley these two forces which like oil and water; The Rebels in the Outlands, and the Ransangh in their conquered border. Only the illusion of safety exists here, where the wild have never been tamed, and the leader of the pack is a very, very white wolf who submits only to his mate, the moon.
